Log on to PayPal.
Get the documentation.
Set up your preferences - click the My Account tab and then click on Profile.
Go to the Button Factory and make buttons. You will find this under the Merchant Tools tab. On the right side of the page under Key Features click on PayPal Shopping Cart.
Fill in the form.
Click the Add More Options button to setup the shipping charges.
Click the Create Button Now to generate the code for the buttons.
Copy the code for the Add to Cart button and the View Cart Buttons and save it somewhere.
Edit the code a test web page.
You can manually edit the code to create buttons for different items.
Log on to Developers' Central
Download or print the Sandbox Users' Guide.
Click on the box labeled Sandbox.
Add one or more sandbox (i. e. dummy) personal accounts.
In order to "confirm" the sandbox personal account you must go to the Developer Central E-mail area then click on the confirmation message for that account. You will see the confirmation URL. Copy and paste it into the same web browser you are already logged in on. Then log into the personal account and confirm it. Add any bank accounts or credit cards.
To access the dummy accounts you must be logged in to Developer Central with your developers account Then go to https://www.sandbox.paypal.com/us and then login with the test account.
When you log out of the test account you should still be logged in to your developer account.
You must also create a dummy seller account.
Using the dummy seller account you generate and test your buttons and preference.
After you get things the way you like them you need to setup the preferences in your real account the same way.

As a New York State resident I collect sales tax for any sales shipped within New York State. You must register with the state and obtain a sales Tax ID. See the New York State Department of Taxation website for more information.
The current rate is 8.375% and shipping and handling charges are taxable.

it may make the tranacation appear insecure to the customer's web browser.
